You can participate if:
- You have EU partners
- Your topic fits a call
- Your country is eligible as “third country”
Your EU coordinator agrees to add you to the consortium
1.Find a suitable Call for Proposals on the EU Funding & Tenders Portal
→ choose a topic: water, climate, digitalization, agro, ecology, etc(Figure 1) https://ec.europa.eu/info/funding-tenders

Search by:
- Cluster (Climate, Energy, Environment)
- Pillar (Global Challenges, Research Infrastructures)
- Keywords (water, flooding, MAR, climate adaptation, drones, AI, GIS…)
- Deadline
- Funding type (RIA, IA, CSA)
- Find coordinator and Create an international consortium of at least 3 independent partners from 3 different EU countries / associated countries Kazakhstan, Uzbekistan, Kyrgyzstan-third countries participating through the partnership
→ select a coordinator (usually from the EU)
You cannot apply alone
Only organizations from EU Member States / Associates can be coordinators.
Ways to find them:
- Use “Partner Search” in Funding Portal
- “Partner Search” button on each call page
- Contact universities, research centres, NGOs in EU
- Join existing consortiums (common for Central Asia partners)
2.Build a Consortium
Typical Horizon Europe consortium(Figure 2):
- 3+ EU Member States
- International partners (e.g., Kazakhstan, Kyrgyzstan, Uzbekistan)
- Research institutes
- SMEs / technology companies
- Municipalities or ministries (for policy tasks)

→ get the PIC number (Participant Identification Code) on the portal(Figure 3)
→ upload the organization’s legal and financial documents (Figure 4,5)

4.Prepare a project application
Includes(Figure 6):
- Excellence — scientific novelty and quality
- Impact — expected impact and implementation
- Implementation-work packages, schedule, budget Funding amounts: €100,000 – several million
